One new law that I would enact is that Government assistance will only be provided to people who pass drug tests. This law will help to prevent people from abusing the system and waste the taxpayers money. The second law that  I would enact would include extremely punitive consequences for crimes involving the endangerment of children and would allow for the removal of children when exposed to danger including exposure to drugs. An lastly, the third law that I would enact is limitations on where drugs can be done. For example it would be illegal for people to do drugs in a public park or an elementary school and other public places.

Government assistance

One law we will enact is in order to get any government assistance, you must pass a drug test. If a person does not pass, they will no longer get help. If they are clean by the time the next drug test happens, they may receive the money/assistance. If a person is repeatedly failing the tests, they may be sentenced to our rehab law. Simple, if you are trying to do better and make more money, you'll stay off drugs. If you do drugs and wanting the assistance, you're out of luck since the money is basically going towards the addiction.
Our country is proud about our culture and heritage and we choose to celebrate it. Our country has a "National Republic Day" and this is a day when we celebrate our beginning of our formation. We celebrate to our homegrown country root music and our national food of bananas and chocolate. To help with anti-social behaviors among our citizens, each county is required to put on a celebration. Citizens can volunteer to organize it, put it together, participate in it, or if they don't have the time for that they can donate to a county fund for the celebration.
A law we developed to address the anti-social behavior of the Whites is to require parents to go through rehab. A running theme in our constitution is that anybody may do as they please as long as it is not effecting other people. This law protects innocent children from the dangers of alcohol and drug abuse but also allows family reconnection. If a parent wishes to continue to care for their children after being charged with alcohol and/or drug abuse, they must go through rehab for at least six months. They will be randomly drug tested for up to three years after and must test negative for drugs and alcohol as long as they have minors living in their home. We believe this is the best way to protect innocent children and encourage healthy households.

Incarceration

Incarceration is one of our policy's we will discuss. We want to focus more on rehab than jailing people. So if it's a crime like theft, something with driving, drug or alcohol abuse , ect, we want them to go to a rehab for a certain amount of time to hopefully let them realize what they did wrong, and for them to hopefully change before they ruin their lives locked up. If they do something really bad intentionally, we will make them go to jail.  Those crimes include, killing someone on purpous, rape, committing multiple crimes when already time spent in rehab, ect. We intend rehab to be like a warning to get back on living a better life, and jail for intentional crimes

Parental Care

Our policy with parental care of children is very simple. First for prenatal care if the mother is tested positive for certain drugs then they will be required to go into rehab for the remainder of the pregnancy if they desire to keep it. Also if they want to keep their custody of the child they will have to remain in rehab for a certain amount of time and have to go take random drug tests for an allotted period. Also if a child is being raised in a house where their basic needs are not being met the the parents will lose custody of the child. Basic needs is a safe environment, and at least 2 meals a day. Also if a parent loses custody they will have the opportunity to earn back some rights such as visitations if they prove themselves worthy.

What to do about the Whites

Finding out what our native population on our island is like really changed my stance on how to deal with them. Originally I completely supported the idea that we separate our society from theirs as it is one of our core beliefs to let people express themselves and live their lives as they want as long as it isn't destructive to society. We justified leaving them be because we believe that since they are separated from us they will not be a harm to society. However, learning that our native islanders are the Whites has changed this for me. Letting them be will eventually cause a harm to our society. I believe we should still separate ourselves from them but allow acculturation through Border University and provided Rehab facilities. We should have them follow our laws and make it very clear that yes, partaking in drugs or alcohol around children is most definitely a hard to society and will not be tolerated. I am very happy that baby Monica was taken away from Kirk but I also like how she was able to regain the trust of the CPS agency through hard word and dedication. I believe that we should encourage families to be reunited but not enable them to continue in that type of lifestyle that is harmful to society. This means if anybody is to receive government assistance, they must test drug free. They are still free to live on their part of the island in the lifestyle they choose as long as they do not put any children in harms way. They should be regulated because if we leave them be and they outnumber us in 30 years, we will be in great trouble if we didn't do anything to prevent it. This way we start from the beginning to start acculturation without force to hopefully encourage enough of the Whites to leave the harmful society they were brought up in.
If my daughter is pregnant one of the Whites then I will most certainly support any decision she makes, but her child will be raised in a safe environment and will suggest her boyfriend attend Border University and the Rehab facilities. If his presence in the child's life will be harmful then he doesn't have to be apart of it, just like any child it will not be raised in a toxic environment.

Response to the Daughter Scenario

With regards to my daughter dating one of these natives I would do everything in my power to cut him out of the picture unless he agreed to get clean and change his life. If it would turn out that my daughter was pregnant I would not allow the father to have any part in the baby's life unless he first got clean and changed his ways.

Solution to the Natives problem

After learning what kind of people the native population consists of I believe that we should take them over and make them follow our laws. Also I believe that we should have a CPS so that children will not be born and raised in an environment such as the whites in the documentary. Although I believe that people have the right to choose to live that lifestyle I believe that it is wrong to have children being raised to believe that that behavior is okay. Due to this I believe that our country has an obligation to step in and protect the future generations of the natives from living that type of life especially when it is within our power to do so.

Stance on the natives

After realizing the natives were the Whites, it made me change my mind a little. At first I wanted to get along with them, but now seeing who they are, how they act, and the kind of trouble they cause, I feel they should be restricted. The Whites shouldn't be allowed to have/keep kids while abusing drugs and alcohol. While that's not as realistic, I think if the baby comes out a "drug" baby, they should be taken away to our nation and raised with better morals. Also, We have talked about having a rehab center in our part of the nation, so if any of the Whites want to come over and get clean and obey the rules we set, then that's great. But I feel like with the type of people they are, they will kill themselves off since they aren't the brightest. They will cause the nation we created trouble because they only do what they want to do in the moment. They don't think of the future, and if they do, they think negatively of it.
As for the daughter who is dating the White, cutting him out of the picture will be best, or at least trying to convince him to move to our side and get clean and be a better person . And if she's pregnant, than the baby will be raised up correctly and able to live a good life with better role models to look up too.

Amendment

For the cities amendment we decided that all of us settlers are automatically qualified for citizenship. However the natives will need to take a 6 month course to learn how to speak our language and live in our culture. While they are taking the course we will provide them with housing and food but they will need to contribute to our society in some way such as volunteer work.

We chose to name our small island country Our United Republic, or O.U.R..  We decided to call our country this because we felt that it strongly represented our philosophy that our people are in full control of the government. Our citizens will be called "Republics" to eliminate any confusion with the American political party of Republicans. OUR is a reminder of what we believe and what we stand for.  We hope that all our citizens will be proud to call themselves Republics.

The motto

Our nations motto is going to be- Fool me once, shame on me, fool me twice, shame on you. We decided to use this after it was said as a mistake. It seemed to fit our group after thinking about it. It's kind of a do- what-you-want message. It also sort of represents not to mess with people.
http://youtu.be/KjmjqlOPd6A The video I attached we saw in class, but it fit well since both were mess ups.
